Three-year-old Kelly Williams wasn’t supposed to be in York County when she was killed Sunday afternoon by her father in an apparent murder-suicide.

According to a court order filed April 5, the three-year-old was supposed to be in the custody of her mother, Makayla Lane, in Oxford, N.C., as part of a shared custody program between Lane and Kelly’s father, Frankie.

Lane had sought custody of Kelly in March, after she, Frankie and Tammy had moved to the York area in September 2016. Kelly herself had been born in Newport News, Va., and in the three years since the couple had at various times lived in Virginia, Missouri and Pennsylvania although they were never married.
